Augustine, Constantine, Ignatius, Polycarp, Maximus, and the most illustrious lights of the ancient church denounced the sin of slave-holding.

Thomas Jefferson said at a period of his life, when his judgment was matured, and his experience was ripe, “There is preparing, I hope, under the auspices of heaven, a way for a total emancipation.”

The sainted Washington said, near the close of his mortal career, and when the light of eternity was beaming upon him, “It is among my first wishes to see some plan adopted by which slavery in this country shall be abolished by law. I know of but one way by which this can be done, and that is by legislative action, and so far as my vote can go, it shall not be wanting.”

The other day, when the light of Liberty streamed through this marble pile, and the hearts of the noble band of patriotic statesmen leaped for joy, and this our national capital shook from foundation to dome with the shouts of a ransomed people, then methinks the spirits of Washington, Jefferson, the Jays, the Adamses, and Franklin, and Lafayette, and Giddings, and Lovejoy, and those of all the mighty and glorious dead, remembered by history, because they were faithful to truth, justice, and liberty, were hovering over the august assembly. Though unseen by mortal eyes, doubtless they joined the angelic choir, and said, Amen.

Pope Leo X testifies, “That not only does the Christian religion, but nature herself, cry out against a state of slavery.”

Patrick Henry said, “We should transmit to posterity our abhorrence of slavery.” So also thought the Thirty-eighth Congress.

Lafayette proclaimed these words: “Slavery is a dark spot on the face of the nation.” God be praised, that stain will soon be wiped out.

Jonathan Edwards declared “that to hold a man in slavery is to be every day guilty of robbery, or of man stealing.”. . .

Could we array in one line, representative of all the families of men, beginning with those lowest in the scale of being, and should we put to them the question, Is it right and desirable that you should be reduced to the condition of slaves, to be registered with chattels, to have your persons and your lives and the products of your labor subjected to the will and the interests of others? Is it right and just that the persons of your wives and children should be at the disposal of others and be yielded to them for the purpose of pampering their lusts and greed of gain? Is it right to lay heavy burdens on other men's shoulders which you would not remove with one of your fingers? From the rude savage and barbarian the negative response would come, increasing in power and significance as it rolled up the line. And when those should reply, whose minds and hearts are illuminated with the highest civilization and with the spirit of Christianity, the answer deep-toned and prolonged would thunder forth, no, no!

With all the moral attributes of God on our side, cheered as we are by the voices of universal human nature—in view of the best interests of the present and future generations—animated with the noble desire to furnish the nations of the earth with a worthy example, let the verdict of death which has been brought in against slavery by the Thirty-eighth Congress be affirmed and executed by the people. Let the gigantic monster perish. Yes, perish now and perish forever!

(March 3, 1865)

The establishment of the Freedmen's Bureau by Congress in March 1865 constituted one of the most revolutionary results of the Civil War and Reconstruction because it created a large-scale federal bureaucracy to provide relief for the freedpeople and white refugees. Led by General Oliver O. Howard, the agency began a controversial policy of leasing plots of land to the displaced freedpeople. After Lincoln's successor, President Andrew Johnson, ordered the restoration of all property, including land, to pardoned insurgents, Howard's bureau directed its efforts largely to the legal relief and protection of the freedmen and -women. The Freedmen's Bureau remained a lightning rod for Johnson and for the Radical Republicans' critics. In 1869, as Northern interest in Reconstruction waned, Congress eliminated many of the agency's functions. Its educational work terminated in 1870, and the Bureau ceased operations entirely in 1872.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
That there is hereby established in the War Department, to continue during the present war of rebellion, and for one year thereafter, a bureau of refugees, freedmen, and abandoned lands, to which shall be committed, as hereinafter provided, the supervision and management of all abandoned lands, and the control of all subjects relating to refugees and freedmen from rebel states, or from any district of country within the territory embraced in the operations of the army, under such rules and regulations as may be prescribed by the head of the bureau and approved by the President. The said bureau shall be under the management and control of a commissioner to be appointed by the President, by and with the advice and consent of the Senate, whose compensation shall be three thousand dollars per annum, and such number of clerks as may be assigned to him by the Secretary of War, not exceeding one chief clerk, two of the fourth class, two of the third class, and five of the first class. And the commissioner and all persons appointed under this act, shall, before entering upon their duties, take the oath of office prescribed in an act entitled “An act to prescribe an oath of office, and for other purposes,” approved July second, eighteen hundred and sixty-two, and the commissioner and the chief clerk shall, before entering upon their duties, give bonds to the treasurer of the United States, the former in the sum of fifty thousand dollars, and the latter in the sum of ten thousand dollars, conditioned for the faithful discharge of their duties respectively, with securities to be approved as sufficient by the Attorney-General, which bonds shall be filed in the office of the first comptroller of the treasury, to be by him put in suit for the benefit of any injured party upon any breach of the conditions thereof.

. 2.
And be it further enacted,
That the Secretary of War may direct such issues of provisions, clothing, and fuel, as he may deem needful for the immediate and temporary shelter and supply of destitute and suffering refugees and freedmen and their wives and children, under such rules and regulations as he may direct.

And be it further enacted,
That the President may, by and with the advice and consent of the Senate, appoint an assistant commissioner for each of the states declared to be in insurrection, not exceeding ten in number, who shall, under the direction of the commissioner, aid in the execution of the provisions of this act; and he shall give a bond to the Treasurer of the United States, in the sum of twenty thousand dollars, in the form and manner prescribed in the first section of this act. Each of said commissioners shall receive an annual salary of two thousand five hundred dollars in full compensation for all his services. And any military officer may be detailed and assigned to duty under this act without increase of pay or allowances. The commissioner shall, before the commencement of each regular session of congress, make full report of his proceedings with exhibits of the state of his accounts to the President, who shall communicate the same to congress, and shall also make special reports whenever required to do so by the President or either house of congress; and the assistant commissioners shall make quarterly reports of their proceedings to the commissioner, and also such other special reports as from time to time may be required.

. 4.
And be it further enacted,
That the commissioner, under the direction of the President, shall have authority to set apart, for the use of loyal refugees and freedmen, such tracts of land within the insurrectionary states as shall have been abandoned, or to which the United States shall have acquired title by confiscation or sale, or otherwise, and to every male citizen, whether refugee or freedman, as aforesaid, there shall be assigned not more than forty acres of such land, and the person to whom it was so assigned shall be protected in the use and enjoyment of the land for the term of three years at an annual rent not exceeding six per centum upon the value of such land, as it was appraised by the state authorities in the year eighteen hundred and sixty, for the purpose of taxation, and in case no such appraisal can be found, then the rental shall be based upon the estimated value of the land in said year, to be ascertained in such manner as the commissioner may by regulation prescribe. At the end of said term, or at any time during said term, the occupants of any parcels so assigned may purchase the land and receive such title thereto as the United States can convey, upon paying therefor the value of the land, as ascertained and fixed for the purpose of determining the annual rent aforesaid.

That all acts and parts of acts inconsistent with the provisions of this act, are hereby repealed.

(March 4, 1865)

In his famous Second Inaugural Address, Lincoln reflected more on the spiritual meaning of the Civil War than on plans for what became his tragically short-lived second administration. Simple in language and direct in purpose, Lincoln's speech defined the war as the crucible for a new American nation, one fashioned from the sacrifices of Northerners and Southerners (“this mighty scourge of war”). Slavery, Lincoln informed his countrymen, was the nation's great sin, and he hoped that the reunited nation would live in a world “With malice toward none; with charity for all.” The racial violence of Reconstruction and the almost century-long history of Jim Crow betrayed the president's dream.

At this second appearing to take the oath of the presidential office, there is less occasion for an extended address than there was at the first. Then a statement, somewhat in detail, of a course to be pursued, seemed fitting and proper. Now, at the expiration of four years, during which public declarations have been constantly called forth on every point and phase of the great contest which still absorbs the attention, and engrosses the enerergies [
sic
] of the nation, little that is new could be presented. The progress of our arms, upon which all else chiefly depends, is as well known to the public as to myself; and it is, I trust, reasonably satisfactory and encouraging to all. With high hope for the future, no prediction in regard to it is ventured.

On the occasion corresponding to this four years ago, all thoughts were anxiously directed to an impending civil-war. All dreaded it—all sought to avert it. While the inaugural address was being delivered from this place, devoted altogether to
saving
the Union without war, insurgent agents were in the city seeking to
destroy
it without war—seeking to dissol[v]e the Union, and divide effects, by negotiation. Both parties deprecated war; but one of them would
make
war rather than let the nation survive; and the other would
accept
war rather than let it perish. And the war came.

One eighth of the whole population were colored slaves, not distributed generally over the Union, but localized in the Southern part of it. These slaves constituted a peculiar and powerful interest. All knew that this interest was, somehow, the cause of the war. To strengthen, perpetuate, and extend this interest was the object for which the insurgents would rend the Union, even by war; while the government claimed no right to do more than to restrict the territorial enlargement of it. Neither party expected for the war, the magnitude, or the duration, which it has already attained. Neither anticipated that the
cause
of the conflict might cease with, or even before, the conflict itself should cease. Each looked for an easier triumph, and a result less fundamental and astounding. Both read the same Bible, and pray to the same God; and each invokes His aid against the other. It may seem strange that any men should dare to ask a just God's assistance in wringing their bread from the sweat of other men's faces; but let us judge not that we be not judged. The prayers of both could not be answered; that of neither has been answered fully. The Almighty has His own purposes. “Woe unto the world because of offences! for it must needs be that offences come; but woe to that man by whom the offence cometh!” If we shall suppose that American Slavery is one of those offences which, in the providence of God, must needs come, but which, having continued through His appointed time, He now wills to remove, and that He gives to both North and South, this terrible war, as the woe due to those by whom the offence came, shall we discern therein any departure from those divine attributes which the believers in a Living God always ascribe to Him? Fondly do we hope—fervently do we pray—that this mighty scourge of war may speedily pass away. Yet, if God wills that it continue, until all the wealth piled by the bond-man's two hundred and fifty years of unrequited toil shall be sunk, and until every drop of blood drawn with the lash, shall be paid by another drawn with the sword, as was said three thousand years ago, so still it must be said “the judgments of the Lord, are true and righteous altogether.”

With malice toward none; with charity for all; with firmness in the right, as God gives us to see the right, let us strive on to finish the work we are in; to bind up the nation's wounds; to care for him who shall have borne the battle, and for his widow, and his orphan—to do all which may achieve and cherish a just, and a lasting peace, among ourselves, and with all nations.
