Terror might have aided Murini at the first, but it had gained nothing but resentment from the citizenry. Once word spread that the aiji and his household were alive, that the humans had kept their word, and that the station aloft and the humans on Mospheira
were
indeed their allies, the people gained the courage to rise up in their hundreds of thousands and support Tabini-aiji and the aiji-dowager.
Unfortunately it was easier to restore the aijinate than to undo the damage Murini had done.
