Li Guping contends that the Chinese government neither informed the Chinese citizens nor consulted with the National People’s Congress – the highest organ of state power, according to the Chinese Constitution – before including in the 1972 Sino-Japanese Joint Communiqué its statement regarding the abandoning of its right to claim war reparations. This occurred in the middle of the infamous Cultural Revolution.
