The question was, “How much confidence would you say you have in the ability of the United States to deal responsibly with world problems?” The “confident” choice represents the sum of those who said they had a “great deal” and those who said a “fair amount.” Usually the former was small, around 10 percent. From 1981 to 1988 (Ronald Reagan), the average expressing confidence was 45 percent, with a dip in February 1987 to 34 percent. From 1989 to 1991 (George H. W. Bush), the average was 63 percent, with an unusual peak of over 70 percent in January 1991. From 1991 to 2000 (Bill Clinton), the average was over 50 percent until 1997 with high volatility in late summer 1995 (low 39 percent to high 62 percent) because of events in Bosnia; it then dropped to an average of 46 percent from 1998 to 2000.
